Administrator Assignment Change

Dear HCC Family,
Effective immediately, Mr. Marshall Heins will serve as Sr. Vice Chancellor, Capital Assets and Planning as part of an administrator assignment change. In this role, Mr. Heins will focus on the following:
- Facility maintenance needs to ensure retaining appropriate facility competitiveness and focusing on deferred maintenance challenges
- Strategically examine the space and utilization report in consultation with our college Presidents to effectively ensure the full utilization of our facilities
- Integrate appropriate maintenance needs for our state of the art facilities (e.g., West Houston Institute and our Katy campuses)
- Develop a plan for the buildout and growth of Coleman College facilities so that we create necessary classrooms, lab spaces, and collaboratorium spaces for our students
- Ensure the Coleman College assessments, plans, and strategy for facility and classroom development are appropriately budgeted and allocated to optimize operational plans for spring 2025 through the end of the fiscal year
- Collaboratively strategize with each College President and Chief Operating Officers to ensure all facility plans and budgets reflect actual needs and maximize our ability to increase our credentials of value programmatic offerings
Mr. Jacob Atkin will serve as interim Vice Chancellor, Finance. In this role, he will continue to oversee Finance and Accounting, as well as Procurement and Financial Aid. He will also temporarily oversee Information Technology. Mr. Atkin brings over 20 years of experience managing financial activity for large institutions. His experience and professional training as a Certified Public Accountant with a Bachelor of Science in Accounting from Utah Valley University and a Master of Taxation degree from Weber State University makes him an ideal candidate to lead these critical areas.
Police and Facilities will temporarily report directly to me, as we review permanent leadership changes in the Finance and Administration division. Once these changes occur, the Information Technology department will resume its reporting structure to the Sr. Vice Chancellor, Finance & Administration.
